Preamble
The signatories to this treaty,
RECOGNIZING the benefits of economic cooperation and free movement of peoples,
DESIRING to create a framework for mutual prosperity while preserving national sovereignty,
COMMITTED to maintaining cultural diversity while enabling individual opportunity,
Have agreed as follows:
Article 1: Membership
- This treaty shall be open to any sovereign nation upon request
- Membership becomes effective 90 days after formal notification of accession
- Any member may withdraw upon 90 days written notice
- No existing member may veto or prevent the membership of any nation
Article 2: Movement Rights
- All citizens of member nations regardless of age or gender shall have the right to:
- Standardized biometric identification recognized by all treaty members
- Retain their original nationality
- Exit any member nation
- Enter any member nation
- Reside in any member nation
- Work in any member nation

Article 3: Trade Integration
- No tariffs shall exist between member nations
- External tariffs shall be negotiated as a unified block
- Member nations retain sovereignty over all other economic matters
Article 4: Governance
- The Council of Representatives shall be the sole governing body
- Each member nation shall have one representative and one vote
- Decisions require simple majority except as specified in Article 8
- A small permanent civil service shall support Council operations
Article 5: TreatyPol
- TreatyPol shall:
- Maintain criminal databases
- Coordinate deportation processes
- Investigate corruption in member states
- Oversee prosecution in national courts
- TreatyPol operations are detailed in Annex B
Article 6: Cultural Sovereignty
- Members retain full sovereignty over:
- Cultural practices
- Religious matters
- Social policies
- Domestic law
- Educational systems
- No harmonization of these matters shall be required
Article 7: Treaty Headquarters
- An international zone shall be established at Kibuye, Rwanda
- This zone shall have status similar to existing diplomatic enclaves
- Operational details are specified in Annex C
Article 8: Modifications
- Treaty modifications require two-thirds majority of Council
- Annexes may be modified by simple majority
- No modification may restrict member sovereignty beyond original terms
Article 9: Costs
- Operating costs shall be shared equally between members proportionate to UN-GDP
- Annual budgets require Council approval
- Financial details are specified in Annex D
Article 10: Entry into Force
This treaty shall enter into force when ratified by five nations
