Preamble

The signatories to this treaty,

RECOGNIZING the benefits of economic cooperation and free movement of peoples,

DESIRING to create a framework for mutual prosperity while preserving national sovereignty,

COMMITTED to maintaining cultural diversity while enabling individual opportunity,

Have agreed as follows:

Article 1: Membership

  1. This treaty shall be open to any sovereign nation upon request
  2. Membership becomes effective 90 days after formal notification of accession
  3. Any member may withdraw upon 90 days written notice
  4. No existing member may veto or prevent the membership of any nation

Article 2: Movement Rights

  1. All citizens of member nations regardless of age or gender shall have the right to:
    1. Standardized biometric identification recognized by all treaty members
    2. Retain their original nationality
    3. Exit any member nation
    4. Enter any member nation
    5. Reside in any member nation
    6. Work in any member nation

Article 3: Trade Integration

  1. No tariffs shall exist between member nations
  2. External tariffs shall be negotiated as a unified block
  3. Member nations retain sovereignty over all other economic matters

Article 4: Governance

  1. The Council of Representatives shall be the sole governing body
  2. Each member nation shall have one representative and one vote
  3. Decisions require simple majority except as specified in Article 8
  4. A small permanent civil service shall support Council operations

Article 5: TreatyPol

  1. TreatyPol shall:
    1. Maintain criminal databases
    2. Coordinate deportation processes
    3. Investigate corruption in member states
    4. Oversee prosecution in national courts

Article 6: Cultural Sovereignty

  1. Members retain full sovereignty over:
    1. Cultural practices
    2. Religious matters
    3. Social policies
    4. Domestic law
    5. Educational systems
  2. No harmonization of these matters shall be required

Article 7: Treaty Headquarters

  1. An international zone shall be established at Kibuye, Rwanda
  2. This zone shall have status similar to existing diplomatic enclaves
  3. Operational details are specified in Annex C

Article 8: Modifications

  1. Treaty modifications require two-thirds majority of Council
  2. Annexes may be modified by simple majority
  3. No modification may restrict member sovereignty beyond original terms

Article 9: Costs

  1. Operating costs shall be shared equally between members proportionate to UN-GDP
  2. Annual budgets require Council approval
  3. Financial details are specified in Annex D

Article 10: Entry into Force

This treaty shall enter into force when ratified by five nations
