- These provisions enable the free movement of persons while maintaining security through effective cooperation rather than preventive restrictions.
- All provisions shall be interpreted to preserve both individual rights and national sovereignty.
2. Criminal Deportation Framework

2.1.1 Member nations may deport non-citizens to their nation of citizenship upon:
- Conviction for a criminal offense punishable by imprisonment of one year or more
- Violation of immigration status requirements
- Presenting a specific, documented security threat

2.1.2 Deportation shall not be used for:
- Political expression or peaceful activism
- Religious observance
- Minor administrative violations
- Discriminatory purposes based on ethnicity, religion, gender, or other protected status

2.2.2 Receiving nations shall:
- Accept their citizens without delay

- Individual faces credible risk of torture

6.1.2 TreatyPol shall:

6.2.1 Member nations may establish:

7. Amendment Procedure
- This Annex may be amended by simple majority vote of the Council of Representatives.
- Proposed amendments shall be circulated at least 90 days before voting.
- Member nations may submit comments on proposed amendments during the circulation period.
- Technical updates to operational procedures may be implemented by TreatyPol with notification to member nations.
